You may be able to receive a Tuition Fee Loan only through an eligible protected route. A Tuition Fee Loan, Maintenance Loan and other full support may be available if you qualify through a separate category, such as an eligible EEA or Swiss worker route or a qualifying family-member route.

The answer depends on the exact route, not only the immigration-status label. Student Finance England also considers your residence history, course, provider, previous study and supporting evidence.

This guide covers full-time undergraduate Student Finance England applications for the 2026/27 academic year, mainly for courses starting before 1 January 2027.

Different rules and forms can apply to part-time study, postgraduate loans, NHS bursaries, other specialist support and students applying through Scotland, Wales or Northern Ireland.

This is an orientation table, not an eligibility decision. It follows the detailed 2026/27 SFE assessment guide for route-specific residence areas.

Tuition-fee-only protected route

Some people with Pre-Settled Status can apply for tuition-fee funding when the exact protected-route and residence conditions are met. For the main route discussed here, this includes an EU national or a qualifying family member of an EU national with the relevant status and residence history.

Other protected categories, including certain applicants with a valid EU Settlement Scheme Certificate of Application, have separate conditions and are not covered in detail here.

What this means for you: do not treat Pre-Settled Status as automatic help with rent and living costs. Check whether a separate full-support category applies.

EEA or Swiss worker route

An eligible EEA or Swiss worker with Settled or Pre-Settled Status may be able to receive full support if the worker, residence, course and other eligibility conditions are met. The current migrant-worker guidance also requires the applicant to be living in England on the first day of the first academic year of the course.

The public guidance does not give one universal weekly-hours threshold that guarantees eligibility. It says the applicant must be working or self-employed in the UK and working enough to reasonably support themselves during study.

Qualifying family member of a worker

This is not a route for any relative of any person who works. The applicant must fall within a qualifying family-member category, have the applicable status and meet the relevant residence conditions. SFE may need evidence of the relationship and the worker's eligible employment or self-employment position.

Settled Status route

Settled Status can make a settled-person funding category relevant, but it still does not guarantee a particular award. Conversion from Pre-Settled to Settled Status is free and is normally available after five years' continuous residence, subject to the detailed absence rules. Some eligible holders may also be converted automatically.

If you receive Settled Status before or during your course, report it to SFE and follow its reassessment instructions. The public sources do not state one universal date from which every mid-course conversion changes the funding package. Do not assume retrospective full support without a written SFE decision.

The first day of the academic year

Some residence tests and application deadlines use the official first day of the academic year, which is not necessarily the day teaching begins.

Why two applicants can receive different outcomes

These examples show the questions SFE may assess. They do not predict a decision.

A

Pre-Settled Status without a worker or family-member route: the first route to check is tuition-fee-only funding. A Maintenance Loan should not be assumed.

B

Pre-Settled Status with employment in England: the applicant should check the worker-route residence conditions and prepare the employment evidence requested by SFE. A job alone does not guarantee full support.

C

Qualifying family member of an eligible worker: the evidence may need to prove the family relationship, the applicant's status and residence, and the worker's eligible position. A share code alone may not establish the route.

Build the correct residence timeline

Do not use one general three-year rule for every category. Your timeline should record:

  1. every country and address where you lived;
  2. the start and end date for each period;
  3. your location on the official first day of the first academic year;
  4. the purpose of any long absence or move;
  5. the evidence available for each period;
  6. whether any period was in an overseas territory and, if so, which territory.

The permitted area differs by route. Residence in an overseas territory other than Gibraltar can affect whether a worker or family-member route provides tuition-fee-only funding rather than full support.

Only provide evidence required for your route or requested by SFE. Avoid sending duplicate copies unless SFE asks.

How to apply for 2026/27

New full-time tuition-fee-only applicant

Use the current EU26N application for new full-time students who qualify for a Tuition Fee Loan only. The application is made by post using the current form notes and evidence checklist.

Continuing full-time tuition-fee-only applicant

Use the current EUPR1A form for a continuing full-time student applying for a Tuition Fee Loan only.

First application as a migrant worker

The current migrant-worker guidance directs a first-time migrant-worker applicant to the PN1 route and says the original passport or National Identity Card must be sent by post with the application, alongside evidence of UK work. The separate 2026/27 PN1 publication describes PN1 as the postal form for a new full-support student who cannot apply online. Use the live form finder and follow the current SFE instructions for your route.

Continuing as a migrant worker on the same course

The current guidance says an applicant who previously received finance as a migrant worker on the same course should apply online.

Application deadline

You can normally apply up to nine months after the first day of the academic year for your course.

Requested evidence can be uploaded through the Student Finance online account by opening the relevant undergraduate application and selecting Upload supporting evidence.

Home fee status is a separate decision

Your university or college decides whether to charge you home or international fees. Student Finance England separately decides whether you receive a Tuition Fee Loan, Maintenance Loan, other support or no public student finance.

A provider has limited discretion in some fee-status cases. Student Finance England applies statutory funding categories and cannot simply copy the provider's decision.

Keep both decisions in writing. Use the official Student Finance England appeals procedure when an SFE decision may be wrong, and ask the provider for its fee-status reassessment or complaint process separately.

The higher Maintenance Loan amounts are available only to students who meet the specific SFE rules for students entitled to benefits. An accelerated degree can have a different Tuition Fee Loan maximum.

Courses starting from 1 January 2027

Most eligible courses and modules starting on or after 1 January 2027 move to Lifelong Learning Entitlement funding and a different application process.

The current LLE rules still distinguish between full support and tuition-fee-only funding. Check the exact start date, course, credits and nationality or residence route. For a Tuition Fee Loan under the current LLE rules, the student normally needs to be under 60 on the first day of the course.

Frequently asked questions

Does Pre-Settled Status automatically give me Student Finance England funding?

No. It can form part of an eligible route, but the support depends on the exact category, residence history, course, provider, previous study and evidence.

Can I get a Maintenance Loan if I work?

Possibly, if you meet an eligible worker or another full-support category. Having a job by itself does not guarantee the outcome.

How many hours do I need to work?

The public migrant-worker guidance does not state one universal weekly-hours number that guarantees eligibility. Student Finance England assesses the work and the complete route.

What happens if I lose my job?

Report the change promptly. To remain eligible through the worker route, you need evidence that you are looking for work, such as Jobcentre Plus evidence, and the guidance also asks for a P45 and an official redundancy letter where applicable.

What if I receive Settled Status during my course?

Tell Student Finance England and follow its reassessment instructions. Do not assume that a changed funding package will apply retrospectively without a written decision.

Is home fee status the same as Student Finance England eligibility?

No. Your provider decides fee status. Student Finance England separately decides public funding.
